PROCEDURE TO START A INDUVIDUAL ESTABLISHMENT (MAIN OFFICE)

The documents required for registration:

a.Contract of lease or ownership instrument of the store or business.

b.Copy of family pocketbook and civil registration or personal ID documents with originals for each of the merchant, attorney at law who is authorized for registration. The following should also be provided:

  • Proof of professional registration from the Civil Affairs.
  • A copy and the original of the power of attorney which provides for the right of the attorney at law to submit the application and obtain the registration for their client.
  • A Copy and the original power of attorney of the Manager which provides for the right of the Manager to manage the enterprise.

c.The license from the government bodies for activities that require a license for practice.
d.Copy of a statement specifying the authorities of the Manager, acts and dispositions that he may make, and those which are not allowed to them from the establishment owner.
e.Certificate of attendance from an educational body if the registration applicant is a student.
f.A power of attorney to a Saudi person who is not a government employee to finalize the registration procedures, and management of the establishment in the event that the registration applicant is a woman.
g.A completed introduction form from two existing registered establishments.
h.If your Identification card is withdrawn by the Civil Department, it is necessary to bring the original family pocketbook. In the event that the family pocketbook and the identification card is not available then you must bring proof of your profession as listed at Civil Department.
i.All documents must be provided in a hanging file.
j.A certificate or license from the concerned municipal authorities on the existence of fixed premises for the establishment.
k.A copy and the original of the power of attorney in case of the presence of an authorized attorney at law.
l.Bring a certificate of precedents clearance from Criminal Investigations where the business is a public service or real estate.
m. This form is only for those who register for the first time.
n.Whoever applies for commercial registration should be 18 years old and older.

Procedures of registration:

a.The merchant or their attorney (with the power of attorney) shall apply for registration to the Office of the Commercial Registration. They shall complete the application for registration of an individual establishment (Form No. 12), signed before the concerned official. Individuals shall sign form No. 2/1 and certificate of identification form No 2 or form No. 2/3 in the event that the store is in a village or town (as well as commitment form No.2/4 and a non-bankruptcy form No. 2/5) particularly for real estate offices, and form No. 2/6 for the public services and recognition form 2/7 for women.

b.After the documents have been reviewed by the concerned official, the applicant shall be referred to a computer officer to inquire about the registration owner and trade name. The documents are then forwarded to the municipality for site suitability as well as to the Official Gazette, a daily newspaper for the declaration of intent. After lapse of the required period, i.e. a month without objection from anybody, application will be referred to the bank for payment of fees. After submittal of the receipt proving payment of fees to the concerned official the internal procedures for registration will be implemented. The applicant will be notified of the date to report to receive the commercial registration certificate.

c.For private sector employees, a Chamber of Commerce certified commercial registration and business practice approval document, is required from the business owner.
